18.6 million people either paying a penalty or taking advantage of an exemption so they don’t

This morning, The Wall Street Journal published on op-ed entitled, The Slow-Motion Implosion of ObamaCare, which I wrote to tackle the question of whether ObamaCare is really making affordable private insurance available to a broad cross-section of uninsured Americans who are ineligible for Medicaid. The answer, of course, is that it is not.  Few people are buying insurance through the exchanges many of whom are young and prefer to pay a penalty rather than pay for pricey coverage. This makes the most financial sense for them. It’s really unfortunate that this law never received the kind of legislative scrutiny that might have resulted in a law that allowed middle and working class Americans to pay for affordable insurance coverage.
